DR Congo is a non-accompanied post; the expatriate is not allowed to bring a partner and/or children to the DRC.

War Child program in the DRC

War Child’s DRC Program aims to promote child rights and protection, psychosocial well-being for vulnerable children in Eastern Congo and to increase children access to quality education opportunities. A particular attention is paid to the problem of gender based violence and economic exploitation. Target groups are ex child soldiers, children in harmful labor and other vulnerable children and youth. War Child DRC relies on local organizations for the implementation of its program and runs a program of strengthening of local capacities. We work in synergy with local and international organizations and governmental institutions.

The job

The Programme Development Advisor (PDA) Child Rights, Protection & Advocacy, is responsible for the development, implementation and evaluation of quality programs in Child Rights and Protection, including awareness raising, lobby and advocacy.

WCH protection programs aims at building a protective environment for children through direct support to vulnerable children, capacity building of local and national stakeholders and awareness raising on child rights. The PDA reports to the Programme Development Manager (PDM) on all result areas. He/she works in close collaboration with the Project Coordinators and the Protection Teams at all times.

Responsibilities

Strengthening of expertise in child rights and protection

• Contributes to the development of the Country Strategy and annual plans with a focus on inclusion of child rights, protection, awareness raising and advocacy components;
• Develops tools and formats for monitoring and evaluation and supports programme staff and local partners in the application of these tools;
• Supervise and monitors programme implementation and provides recommendations, share lessons learned and best practices;
• Continues the development and implementation of the Country Program’s advocacy strategy;
• Develops training manuals (with support from Programme Support Officers at HQ, and/or relevant local partners);

• Contributes to proposal and report writing;

• Assesses capacities and (training) needs of War Child staff and local partner organizations in protection programming;
• Trains, coaches and monitors War Child staff and local partner organizations in protection programming;

• Attend technical/content interagency/govt meetings;
• Liaises with professional counterparts of (inter)national authorities and organizations;
• Works in close collaboration with other War Child programme teams and ensure the coherence with other War Child program thematic lines.

Profile

Experience

• Experience in design, delivery and evaluation of child protection projects in a post-conflict context with an INGO for at least 3 years;
• Experience with training design and capacity building of senior and junior staff;
• Experience in working with children and youth;
• Experience with lobby and advocacy methods on different levels;
• Experience with community development methodologies;
• Experience with liasing with local, national, and civil society stakeholders.

Knowledge and skills

• Relevant academic background (Social Sciences, Human Rights, Development studies);
• Knowledge of quantitative and qualitative monitoring & evaluation tools;
• Knowledge of Child Protection and Child Rights;
• Knowledge of advocacy and policy initiatives and strategies;

• Strong analytical skills to develop projects and strategies;
• Capacity building and training skills;
• Good communication skills;
• Fluency in French and English (verbal and written).
