The Ministry of Health is seeking to recruit self motivated and employee to fill the following posts :
1. Monitoring and Evaluation specialist (1)
Location : Central level/Decentralization and Integration Source of fund : MOH-COAG
Job responsibility of Monitoring and Evaluation specialist
- Being integrally staff of MOH/Decentralization and integration desk
- Under the overall guidance of Coordinator of the department, the M&E specialist will provide M&E expertise in the implementation of the M&E plan, build capacities of staff at central level and district level
- Ensure that data quality standards are monitored, met and reported timely
- Strengthen existent M&E systems and tools, and training materials
- Facilitate review of progress on a quarterly basis ; problem solving and development of remedial actions ensuring any disparity between planned and actual outputs are addressed
- Provide overall technical leadership for the M&E approach and strategy for the program
- Prepare relevant reports for Decentralization desk and for CDC and PEPFAR participate in elaboration of narrative, work plan and Budge for COAG for the continuation application
- Lead all activities of the M&E team for transition
- To be proacti9ve and innovative in a bid to promote your institution
- To offer clinical mentorship and technical training to the health facilities care providers in transitioned sites
- Execute other tasks given by the supervisor
Qualifications for Monitoring and Evaluation Specialist
Applicants for this position should possess the following qualifications :
- Rwanda by Nationality with ;
- Bachelor’s or higher degree in the fields of Human Medicine, Public health, statistics with background in public health domain, health economics and project management, management with 3 years of experience in monitoring and Evaluation
- Three years experience working I monitoring and evaluation and research in public health programs
- Demonstrated data management and analysis skills ;
- Strong skills in statistical software packages such as SPSS, SAS, Stata and EPI info ; ability to create worksheets, enter data and complete analysis of data in SPSS
- Proficiency in Microsoft Office, word processing, spreadsheet, presentation and database management and ability to learn new software products
- Excellent communication and writing skills in French, English and Kinyarwanda
- A proven ability to work as part of a team and to be self-managing
- Willingness to travel 25-40% of the time (in country supervision)
