The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its
Headquarters in Vienna is the international organisation setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the Treaty banning any nuclear weapon test explosion or any other nuclear explosions. The treaty provides for a global verification regime, including a network of 321 stations worldwide, a communication system, an international data centre and on-site inspections to monitor compliance.

Background:
The 16 Radionuclide Laboratories supporting the International Monitoring System (IMS) Radionuclide Network are certified by the Provisional Technical Secretariat (PTS) in accordance with relevant sections of the Operational Manual for Radionuclide Monitoring and the International Exchange of Radionuclide Data, CTBT/WGB/TL-11/5 and on detailed laboratory certification requirements as contained in CTBT/PTS/INF.96.
The laboratory’s quality system documentation that pertains to the Comprehensive Nuclear-Test-Ban Treaty (CTBT) related activities are reviewed by the PTS to assess compliance with abovementioned requirements and consistency with the general requirements of ISO17025 for testing and calibration laboratories.
Duties:
The Consultant shall review and evaluate the quality system documentation of two radionuclide laboratories in particular with regard to the quality manual, analytical methods and technical procedures used for CTBT IMS sample analysis. The review shall be carried out according to the certification requirements described in INF.96 current version and applicable International Organization for Standardization (ISO) standards. The work shall be performed in accordance with these Terms of Reference and in cooperation with the IMS Engineering & Development Section, Radionuclide Monitoring (IMS/ED/RM) responsible staff for the respective laboratory’s
certification. The laboratory documentations will be provided to the Consultant in electronic version or hard copy. The Consultant shall complete the documentation review checklist Appendix V Part 1 Review of Documentation (Particulates) or Appendix IX Part 1 (Noble Gas) by inserting his comments on the document being reviewed and providing the required and recommended actions on the checklist. The Consultant shall return the documentation review checklist to IMS/ED/RM for review and delivery to the laboratory. The laboratory will implement all the required actions from the documentation review and will provide an updated version of the documentations to IMS/ED/RM for a second review by the Consultant. This iterative review process shall continue until all the documentations of the two laboratories are in accordance with the INF.96 (current version) certification requirements.
Milestones:
Phase 1: Completed Appendix V Part 1 Review of Documentation (Particulates) or Appendix IX Part 1 (Noble Gas) of one radionuclide laboratory;
Phase 2: Completed Appendix V Part 1 Review of Documentation (Particulates) or Appendix IX Part 1 (Noble Gas) of a second radionuclide laboratory.
Qualifications:
In depth knowledge of the certification of IMS radionuclide laboratories as defined in INF.96, in particular on issues related to the quality system documentation. Extensive experience in accreditation requirements for testing and calibration laboratories based on ISO17025.
Competencies:
Conscientious and efficient in meeting commitments, observing deadlines and achieving results and be able to work independently with minimum supervision. Very good skills in communicating with people from different backgrounds and demonstrated ability to work in a multicultural environment.
