Pathfinder International began supporting the establishment of family planning services in Tanzania in 1958. Since 1984, Pathfinder has had a continuous strong physical presence in Tanzania, working to improve access to quality reproductive health services, deliver HIV/AIDS prevention and care, and build the capacity of local NGOs and health care institutions. Pathfinder currently supports nine HIV/AIDS, reproductive health, and family planning projects focusing on: Community and home-based service delivery, policy and advocacy and: Capacity-building to improve service quality and availability.
Position Purpose (Provide a brief summary describing the primary function and general purpose of this position.)
The job of an Advocacy Manager involves overseeing the implementation of advocacy strategies of Pathfinder in Tanzania by working with the national government and district government, and by collaborating with partners such as local NGOs to influence and inform relevant policy and funding decisions. Ideally, he/she must have extensive experience in promoting and advancing health sector policy including sexual reproductive health/FP advocacy work.
The specific work elements of the job as an Advocacy Manager include but are not limited to: Leading and managing processes of a strategic advocacy plan; brainstorming with team members, at the country office, at all stages of plan formulation; proposing and lobbying initiatives for Pathfinder Tanzania; writing, publishing and disseminating advocacy briefs; developing relevant policy influencing strategy and activities that will inform policy decisions; discussing and implementing policy work in accordance with Pathfinder International principles; cultivating and contributing to requests for funding proposals in advocacy ; overseeing the fulfillment of donor-funded advocacy projects, including reporting; revising policies related to advocacy; among others.

• Plan, develop and implement an appropriate advocacy strategy for Pathfinder in Tanzania
• Coordinating and communicating with other advocacy organizations working in Tanzania and with key decision makers, and liaison with national and international advocacy related agents
• Promoting the work of Pathfinder Tanzania at the national and international levels
Specific tasks
1. Plan, develop and implement an appropriate advocacy strategy for Pathfinder International in Tanzania
i. Identify advocacy opportunities nationally for promotion of sexual reproductive health /FP related issues
ii. Develop advocacy strategies in consultation with the supervisor and the Pathfinder Tanzania team
iii. Collect strategic relevant update information and present to the advocacy team for planning advocacy agenda.
iv. Draft key advocacy messages on the relevant subject matters based on evidence
v. Provide support to the advocacy team and management for making impressive and effective presentations
vi. Intensify and maintain a steady flow of information on the advocacy work
2. Coordinating and communicating with other development networks, with key decision makers, and liaison with relevant institutions/organizations dealing with advocacy
i. Develop, coordinate, influence, and promote policy based on consultative processes and implementation of evidence-based practices at the national, regional, international and global levels at large
ii. Develop and maintain close contacts with national and international media on issues relating to reproductive health/Family planning, HIV/AIDS
iii. Organize press conferences and briefings, develop fact sheets and talking points, line up interviews and undertake all media activities related to Pathfinder in consultation with the management.
iv. Continually seek to engage new partners and collaborate with them to build our capacity for advocacy and conduct collaborative advocacy work.
v. Sharing of information with regional and international networks
4. Promoting the work of Pathfinder Tanzania at the national and international levels
i. Prepare, edit and oversee publication of reports, documents and other materials in collaboration with the respective programs
ii. Collect information from the government, NGOs and other sources and design, publish and distribute newsletter to the concerned partners.
iii. Respond to requests for information from Pathfinder colleagues, government officials, and local partners
5. Other general duties will include;
i. Assist with resource mobilisation, including project design and proposal writing
ii. Assist the National Manager in developing the quarterly work plan
iii. Assist in the preparation of quarterly and annual reports
iv. Provide needed technical backstopping to the our collaborators: Government and NGOs members
v. Assist in knowledge management process
vi. Undertake any other duties as assigned by the supervisor
Basic Requirements (Describe the experience, knowledge, skills, expertise, education, licenses and/or certifications, and specific computer/technical skills required to successfully perform in the position. Candidates must meet basic requirements to be considered for this job.)
This post requires a dynamic individual who will support and assist the management in raising the profile of Pathfinder advocacy work in Family planning, HIV/AIDS and other related areas of Pathfinder work.
Essential facets of the role include;
• Working closely with the national and international organizations arranging press conferences
• Developing advocacy strategies in consultation with the advocacy team,
• Drafting key messages,
• Intensify and maintain a steady flow of update information related to advocacy work to internal and external audience.
Academic Qualification;
First Degree in a relevant field (social sciences, demography, economics, health, development etc.). Master’s degree in a related discipline is a preferred added advantage.
Ability & Skills
i. An ability to write clear and concise reports; good spoken and written English and Kiswahili
ii. Proven ability to produce results within tight deadlines in a very busy environment
iii. Demonstrable advocacy skills
iv. Ability to work independently with minimal supervision
v. Ability to interact effectively with multicultural team composed of international and national personnel
vi. Analytical skills and decision making ability even in complex and sensitive situations
vii. Demonstrable project management skills
Knowledge & Experience
i. Working with local and international partner organizations
ii. Familiarity with key issues in FP, SRH, and HIV
iii. Good knowledge of communication and public relations techniques.
iv. Ability to develop and deliver presentations.
v. Knowledge and previous experience of high level advocacy work preferably with local exposure
vi. Excellent computer skills with expertise in Power point, Word and Outlook
vii. At least 3 years’ experience in a similar position preferably in an international NGO
viii. Management of donor funding up to final program report with exposure to reporting requirements of donors.
Preferred Qualifications (Describe any preferred qualifications including additional experience, education or other job related skills.)
Masters in Mass Communications, Public health, Behaviour change, Journalism, or Management or social sciences; at least 3-5 years’ experience in advocacy work in RH and HIV/AIDS. The incumbent must preferably meet the basic requirements described above pertaining to academic qualification, ability/skills and work experience.
